Talbot was the son of William Hughes and brother to H Hughes-Stanton. He was a famous British Victorian genre painter who exhibited at the Royal Academy from the age of 17.
Talbot was an avid collector of historical costumes and portrait miniatures and writer on Fine Arts and costume design. He lived in London and later in Osmington near Weymouth Dorset.
Hughes was preoccupied with the refinement of his subject, the depiction of idealized feminine beauty and the tribulations of romantic love
